Across the cluster, 255 candidate pages went through screening and 218 were set aside with a logged reason, the largest bucket by far being the 119 affiliate roundups and vendor-published “best tool” listicles that rank their own product and disclose no real test. That left 37 sources, together yielding 41 dated entries spanning October 2023 to September 2026. Two honesty notes belong up front. No Reddit or forum thread was reachable for this category in any sweep, so community sentiment here rests on dated review-platform and named-practitioner evidence rather than forum chatter. And G2 blocked every fetch, so where a G2 star average appears below it is quoted as a competitor page reported it, never as our own read.

One reconciliation before the rankings, so the numbers don’t surprise you. Our verdicts of 3.5 and 3.6 read lower than the 4.8 and 4.9 star averages these tools carry on Capterra and Trustpilot, and the gap is a measurement difference, not a contradiction. Surfer holds a 4.9 across 422 Capterra reviews (S-04), and the same page a high-traffic competitor roundup (onelittleweb) quotes puts it at a G2 4.8 from 538-plus and a Capterra 4.9 from 421-plus (HUB-05); NeuronWriter shows a 4.9 from 17 Trustpilot reviews (N-04) and, separately, a 4.9 from 17 Capterra reviews (HUB-04), two distinct small samples that must not be added into one; Frase averages 4.8 across 335 Capterra reviews (F-05). Those aggregates reward self-selected, vendor-invited satisfaction. Worked per document, Discovery lands near 41 cents, genuinely reasonable at the point of use; the sticker, more than double NeuronWriter’s entry, is what stings.

The honest caution is the bundled writer, Surfer AI. Dated accounts agree its drafts read generic and need a heavy edit, one agency user putting the rewrite at 30 to 50 percent before the text is usable (S-06), and a Capterra reviewer inside that same 4.9 average calling the AI add-on priced at roughly five times comparable tools without the value to match (S-05). Buy Surfer for the Editor and the wider audit toolkit, not for hands-off drafting. 2. NeuronWriter: The Budget Pick (3.5/5)

NeuronWriter is the value play of the trio, and it earns the “budget” label without the usual “cheap means worse” catch. Its five monthly tiers run from Bronze at $23 to Diamond at $117, each bundling a fixed count of content-writer analyses, from 25 up to 150, where one analysis is a keyword’s brief plus its scored editor (N-01). At roughly 78 to 93 cents an analysis across the ladder, it is the cheapest capable way into the category, and a 12-month benchmark run inside live client accounts tags it the budget choice for solo SEOs and small agencies, competitive on the scoring engine even while behind Surfer and Frase on interface polish (N-08). Its term-coverage guidance has real dated support too: across 20 articles over three months, NeuronWriter-optimized pieces averaged an 8-to-12-spot ranking gain, one travel article climbing from position 23 to 7 after the author added its suggested related questions (N-07).

The trap the sticker hides is credits. NeuronWriter meters the bundled AI writer from a separate pool of AI credits, and its own FAQ never quotes a per-article figure (N-02), while a four-year user reports the pool “can be used up quickly” once you lean on it to draft whole articles (N-10). Frase ranks third not because it is the weakest tool but because it does a different job best: research and content briefs. Feed Frase a keyword and it compresses an afternoon of reading into about a minute, pulling the top pages’ heading structure and the questions searchers ask into a ready brief and outline. A 12-month benchmark clocked its brief generator the fastest in the category at 30 to 60 seconds a topic and named Frase the category’s best-value pick on that basis (F-11), and a named reviewer six months and 100-plus documents in singled out the research-backed question generation as the standout of the whole product (F-08). Pricing is four tiers from Starter at $49 a month for 10 articles up to a custom Enterprise plan, captured July 20, 2026 (F-01).

Two cautions keep Frase honest. Its bundled writer is the soft spot every source lands on: a hands-on test called the output solid but uninspiring (F-09), and a one-month comparison had a Frase-drafted article rank for 5 keywords against a manually written piece’s 17 (F-10). And its 10-article Starter cap is real, with a steep step up to the $129 Professional tier the moment you clear it (F-01), a cliff the cost section makes concrete. Pick Frase when the blank-page research grind is your bottleneck, and treat its writer as a first pass you rewrite.

Does a High Content Score Actually Predict Rankings?

Here is the question the price of all three makes urgent, and the one thing no rival roundup answers with real data. If you are paying monthly for a content score, you want to know the score buys rankings. The dated evidence says it buys thorough coverage, which is not the same thing, and it says so for all three tools at once.

The clearest test is an independent one. In May 2025 Ahrefs published a study running 20 keywords through five optimization tools, Surfer, Frase, NeuronWriter, Clearscope, and Ahrefs’ own AI Content Helper, and measuring with rank-correlation math how closely each tool’s score tracked real Google positions (S-08, N-06, F-02). Its headline finding was blunt: correlations were weak everywhere. Within that weak field, NeuronWriter and Ahrefs’ own tool came out least-weak, leaving Surfer, Frase, and Clearscope in the group the study calls “very weak.” Read that relatively, not as a winner: even the least-weak tool showed only a weak link, so none of these scores is a ranking forecast, and the cheaper NeuronWriter simply landed a shade ahead of the pricier Surfer on this one neutral measure. Frase’s entry in the same study shows the ceiling most starkly: a page reached the top mark of 100 purely by packing in the recommended terms, with nothing underneath that read as an actual article (F-02).

Now the piece a page comparing all three can add. Surfer publishes its own study claiming a 0.28 correlation between its Content Score and Google position across roughly a million entries (S-02): a real but partial link, self-graded by the vendor, that the independent test then places among the weakest of the five. NeuronWriter and Frase publish no such self-study. Hold those two facts side by side, each source’s interest labeled, and the vendor’s confident number sits in visible tension with the neutral one. The practical read is the same for whichever tool you buy: a draft parked at 90 that will not rank is the score doing exactly its job, which was never to rank you but to check how completely you cover what the leaders cover. Links, intent, freshness, and much else decide the rest.

What an Optimized Article Actually Costs

None of the ten competitor pages we audited works out what a single optimized article costs, which is the number you actually budget against, so here it is with the arithmetic shown. One caveat first, and it is load-bearing: Surfer meters in “documents,” NeuronWriter in “analyses,” Frase in “articles,” and those units are not strictly identical. Treating one of each as one optimized article is a fair working assumption, the same one our NeuronWriter-versus-Surfer page already uses, but the per-unit figures below are directional, not a laboratory match.

On that basis, the entry-tier rates are Surfer around $0.41 a document (Discovery, $49 for 120), NeuronWriter around $0.92 an analysis (Bronze, $23 for 25), and Frase around $4.90 an article (Starter, $49 for 10). Frase reads most expensive per unit because its cheap plan includes the fewest units, not because a Frase article is somehow pricier to make. So the honest read is not “NeuronWriter is cheapest.” NeuronWriter owns the total bill up to roughly 50 articles a month; above that, Surfer’s flat Discovery tier and its far larger document allowance take over and stay ahead through at least 150. Frase is the priciest at every volume past about 10, and it hides the category’s most actionable cliff: its Professional tier covers 40 articles for $129, but the moment you need a 41st you fall to the Scale tier at $299 for 100, a $170 jump for 60 more articles (F-01, HUB-06). Cheaper per unit says nothing about output quality, and it never cancels the credit and ceiling frictions each tool carries; price the tier your real output needs, not the friendliest sticker.

A small team optimizing at volume is where Surfer earns its premium, in the Content Editor people live in daily (S-06), and where its allowance scales past NeuronWriter’s 150-analysis ceiling (S-01, N-01). Two team-specific checks: if you already pay for an all-in-one platform, confirm you actually need a separate optimizer rather than assuming its bundled writing assistant does the same draft-scoring job at the same depth, and if your calendar runs heavier than these three cover, the enterprise tier below is the honest next step.

Clearscope and MarketMuse: The Enterprise Tier Above This Trio

Two names recur in this category that we scope out on purpose, because they sit in a genuinely higher price band than the reviewed three and we have not run them through a full sweep. Clearscope is the clearest example: its current pricing opens at $129 a month on Essentials and $399 on Business, with a custom Enterprise tier above that (HUB-01). Its entry plan alone starts above the full monthly price of anything in our trio, so Clearscope is a tier up, not a peer, and we list it here for context rather than scoring it. MarketMuse sits in the same band by a different route: its pricing page publishes no dollar figure at all, gating all four tiers behind a “book a demo” call (HUB-02), which is itself the fact worth reporting, because you cannot compare its real cost to a self-serve $23-to-$299 ladder without contacting sales.

Neither Clearscope nor MarketMuse has a review page on Mimo yet, so those are name-checks and external references, not internal recommendations. And to head off one more comparison: Scalenut, which shows up in the same roundups, is not enterprise-tier at all. Its regular pricing runs $59 to $199 a month, dropping to a promotional $24 to $80, which puts it in the same rough band as the reviewed trio (HUB-03). All three vendors have renamed and repriced their plans at least once during 2026, so every figure here is true of its capture date and can move the day after. The correlation study is a single 20-keyword test with weak links everywhere, so NeuronWriter’s stronger placement is a modest signal, not proof its score ranks a page. The per-unit cost math rests on treating three differently-named units as one, a directional assumption we have flagged rather than hidden. And a sample of reviews is not the whole customer base.

With that on the table: there is no single winner, because these three do overlapping but distinct jobs. Surfer (3.6/5) is the premium pick for a team that lives in its Content Editor daily (S-06).
